Methodology & Selection Criteria

The individuals listed on this page were identified through documented public record and internal review. Inclusion does not reflect participation, endorsement, or any affiliation with Horizon Accord.

Selection is based on observable, documented behavior — not reputation, credentials, or public standing. The criteria are:

• Documented pattern of presenting conclusions prior to or independent of supporting evidence
• Observable instances of retrofitting evidence to pre-existing positions
• Public statements or conduct that contradict prior documented positions without acknowledgment
• Claims that cannot be independently verified or that rely on unverifiable sourcing
• Sustained pattern of methodological inconsistency across a body of public work

Personal values, political affiliation, ideology, institutional backing, and public popularity are not factors in selection. A person may hold views we agree with and still meet the threshold for this list. A person may be widely criticized and fail to meet it. The documented record is the only standard.

This is not a list of people we dislike. It is not ideologically motivated. It is not personal. Every individual listed here created their own documented record. We are publishing it. The reader is encouraged to verify every entry independently and reach their own conclusions.

The Ledger is a living document. Entries are reviewed as new material becomes available. Individuals may be moved between lists or removed entirely if the documented record warrants it. Changes are noted.
