Methodology & Selection Criteria
The individuals listed on this page were identified through documented public record and internal review. Inclusion does not reflect participation, endorsement, or any affiliation with Horizon Accord.
This list documents individuals whose public record does not yet meet the threshold for a formal flag but whose observable patterns give sufficient pause to warrant continued attention. Selection is based on documented behavior only. The criteria are:
- Inconsistencies between public presentation and documented record that are not yet fully established as a pattern
- Methodological choices that raise questions without sufficient evidence to constitute a finding
- Public positioning that appears to shift in response to institutional or financial pressure — observed but not yet confirmed
- Associations or affiliations whose implications are documentable but whose significance remains an open question
- Emerging work or public presence where the evidentiary record is too early to assess with confidence
Placement on this list is not a finding. It is not a flag. It is a documented acknowledgment that the record warrants continued observation. Individuals on this list may move to the Recommend list, the Flag list, or be removed entirely as the documented record develops.
What does not factor into selectionPersonal values, political affiliation, ideology, institutional backing, and public popularity are not factors in selection. A person may hold views we agree with and still appear here. A person may be widely criticized and not appear here. The documented record is the only standard.
How entries are maintainedThe Ledger is a living document. Entries are reviewed as new material becomes available. Individuals may be moved between lists or removed entirely if the documented record warrants it. Changes are noted.
A note to the readerThis is a documented assessment based on the criteria above. We encourage independent verification of every entry. The reader is the final arbiter.
